Indian Overseas Bank — Refund not added 15 days completed

Sir 3920 rupees debited from my Indian overseas Bank account on 16/10/2021. I do online transation using my debit card via paytm. Bt transaction is not completed and amount debited from my account. Amount debited via Ecom one 97 communication.15 days passing money not refunded to my account. I request to refund my money immediately.
