Indian Overseas Bank — Transaction Failed amount not credited to account

I made a transaction of aroung 9900rs the transaction was failed but the money was debited and the money was not refunded till now.
the customer care team are not even responding. Customer care number is [protected]. they had asked me to call this number [protected].
but the number is always busy.
