Sir,
Due to the maintenance of the website https://www.irctc.co.in between 11.59 & 5.00 hr on the night of 2/3 August 2016, I couldn't file the TDR four hours before scheduled departure of the train. Since my programme to travel was changed during midnight and I had more than 4 hours time to claim 50% refund by filling TDR but I couldn't do so due to non-operation of the irctc website because of ongoing maintenance. I could file the TDR at 5.00 hr with the available option "Train Late More Than Three Hours and Passenger Not Travelled". I know this reason was not correct and my intention was also not to claim 100% refund (which wasn't possible too) but to file TDR and inform later to the Railway Authority for 50% claim as per refund rule of surrendering ticket up to four hours before scheduled departure of the train. Accordingly, I emailed a request on 04.08.2016 to the Railway Authority for justified 50% refund (emails attached) and expressed similarly on the Twitter of GM. But the Railway Authority (Chief Commercial Manager/Refunds, SE) has repudiated my claim due to reason "Ticket not surrendered up to 4 hrs before the scheduled departure of the train" (email attached).
In this regard, I would like to submit that I could not file the TDR due to non-operation of the irctc website between 11.59 and 5.00 hr on the night of 2/3 August 2016, then how my claim can be repudiated? I request the concerned Railway Authority to kindly check the record of non-operation of website on the said date & time and reconsider my request for justified 50% TDR refund.

Indian Railway Catering & Tourism Corporation [IRCTC] customer support has been notified about the posted complaint.
My complaint is why they did book my ticket when it goes to waiting list, without intimate us how irctc will book ticket in waiting list.
