Indian Railway Catering & Tourism Corporation [IRCTC] — Deduction during the refund o[censored]nconfirmed tickets

Dear Sir, I booked a ticket from Hubli to Bangalore on 26th DeC 2015 for the journey on 01st Jan 2016. PNR Number is [protected]. Train number is 16590. It was a wait listed ticket and didn't get confirmed. When IRCTC refunded the money there was deduction of Rs.120/- ( single ticket for 2 passengers). My complaint is that when wait listed is not confirmed why there has to be deduction ? I wanted to travel but Railways couldn't provide me the birth. Thus when I am not at fault why this deduction ? Full refund has to be given for such cases where Ticket is not confirmed. In fact Customer is going through inconvenience of making arrangement for the alternate mode of transportion.
