Indian Railway Catering & Tourism Corporation [IRCTC] — ruposibangla sf express unusual stoppage in two station on 12th sept, 2018

Today ruposibangla bangla express stop in two station, first one is in jhati pahari second one is in kustaur. I want to ask the government why? Why you bear all this train. If can not maintain proper timing, then what is the need of sf train. One option is there if you can not maintain timing then give money back to the customer.
There should be one rule :in every second (Delay) railway department should pay penalty money to the customer.
