Indian Railway Catering & Tourism Corporation [IRCTC] — unauthorised and incomplete refund of ticket

I booked following two tickets in past week, there status was a waiting list as mentioned below. Why complete money is not refunded, i did not get the waiting cleared, why additional amount is deducted? Why should i pay the fine for booking if waiting is not cleared? Please, give me my money back. It didnt cancelled the ticket, i dont know why irctc cancelled it, though it was not cleared.
