Indivdual — payment made through paytm failed but not refunded

Payment of rs. 302/- to uppcl.com was made vide ebanking : 73538265/[protected]/paytm payment gat 302 on 18/09/2017 but the payment showed failed but was not refunded in my account back and another payment of rs. 50/- was made for recharge vodafone vide ebanking :[protected]/paytm payment gat 50/- on 18/09/2017 and the payment showed failed still the amount was not refunded to my bank account back.
