Individual — Blockage of water in nali due to amount of garbage putting by neighbours

Dear sir as govt made drain(nali) in every colony. some our neighbour block the drain(nali) by putting huge amount of garbage and bricks in nali . because of this too much water block and collected in front of house due to which too many mosquitoes are present in the drain(nali) . In today scenario dengu and malaria are the threats.
It is request to pls come and open that blockage so that proper flow of water happens so that there is not any collection of water happens.
