Individual — E PAN Card - the record is presently not available in itd master

I have lost my PAN Card recently, when I try to apply for e PAN Card, my mobile number doesn’t appear for getting otp, instead it asks for Aadhar number.
When I give my Aadhar number, it says the record is presently not available in itd database.
Kindly help
