Individual — pan card processing withheld.

I have applied pan card under application number u-n[protected] with eclosing all the docomentary proof. However, when tracking the application status, it shows
"application is withheld for processing due to incomplete details / documentary proof. Please contact to the pan centre where pan application submitted"
In this regard, i have tried many times to delhi office o[censored]tiitsl which i have submitted my application but no one response.

So, kindly help me to obtained the pan card.
