Irctc — Amount debited...Ticket not booked

I booked tatkal tickets two times yesterday (12/05/2015), tickets didnt get book but the amount deducted from my account. Please refund it immediately. Why is there no wallet facility in irctc website? Why do a customer need to wait to get the money refunded and then book the tickets after a few days?
