IRCTC, Indian Railways — Tatkal ticketing

Tatkal booking for ac starts at 10am and for sleeper class starts at 11am.
I logged in for both, thankfully i am unable to log in neither at 10am nor at 11am. Fortunately i am able to login at 10:05am for ac and 11:05am for sleeper class.
I am describing the situation for the train no. / name : 18464 / prasanthi exp
For ac class on first search i see 15 available tickets, and within a fraction of next minute by the time i enter in details, the status comes to wl (Waitlist) 11.
I did not attempt to book here coz i am sure the status would definitely be tqwl25 or more.
Original available tq quota is 48.
For sleeper class on first search i see 25 available tickets and within a fraction of next minute (Even before it is 11:06am), the status comes to wl (Waitlist) 15, after i enter my details the wl increases to tqwl29, and after payment completion it comes to tqwl79.
Original available tq quota is 113.

I want to make serious allegation against the indian railways and irctc, some scam going on to cashin money from the passengers through agents.

It is next to impossible for even the fastest system on earth available to today, to have 113+79=192, even considering avg. 2 berths per pnr, 96 pnr tickets to be issued in less than 6 minutes, especially when irctc/indian railways claims agents are not allowed to book tickets from 10:00am to 12:00 noon, and common people like me do not even get a login session in first 2-3 minutes.

Please take the issue with the appropriate and concerned authorities so that people who are in dire need of this tq based tickets actually get it.

In 6 minutes to have 92PNRs means, 92 or some part of 92 to be online transaction and other part to be counter transaction ( here transaction is about money paid). At counter it would take atleast 1min to provide cash, print the ticket, return exchange if any, even for a single PNR with max 4 berths. Not all counters book the ticket for the same train at same time. Noteworthy, situation is the same for all trains. So even if we multiply this situation for 100s of trains in a day all over India, it is only GODly to have so many transactions for all the trains all over India in all possible counters and IRCTC website.
Railways, please do look into the issue and make TQ policies more stringent so that people with real need for TQ get the tickets not for some who take advantage of the system.

My suggestion:

Please allow Tatkal booking only via counter just like it was when introduced in 90's.
Anyone who not disabled or not senior (below 60yrs, should carry age proof) should book Tatkal from counter only.
Senior citizens(here not 65 but 60 would be better), disabled or ill meaning unable to walk or needs wheelchair for some reason(medical proof to be shown to the TTE during travel but has to be accompanied by escort else anyone can get fake medical certificate), or anyone young escorting the senior i.e. atleast one out of four berths per PNR should be a senior citizen(above 65yrs) can book online.

Everyone else should book Tatkal from counter only.

Another suggestion, restrict login sessions to 1session per computer, be it any account i.e., if account1/computer1 is in session and account2/computer1 tries to login using different browser or some tatkal software, that should not be allowed or allowed after killing session of account1/1computer1. This way general people would get login session, not the touts who are maintaining many login sessions after tatkal hours and taking away the tatkal tickets from genuine person in need of it.

Another suggestion for Waitlist:
Please remove the process of auto refund of waitlist tickets.
Reason
People with waitlist e.g. WL3, WL4 in train1 on 3rd Jun would be waiting for it get closer to CNF but in the meantime would have booked in a train2 on 1st Jun with some waitlist say WL4, WL5. Now after chart preparation this WL4, WL5 gets confirmed on train2, then they travel happily in train2 but do not cancel the WL2, WL3 in train 1 because if chances of it getting confirmed are less and even after chart preparation goes up to WL1, WL2 in train1, they do not lose money due to this auto refund of waitlist tickets by IRCTC.

In such scenario people beyond this waitlist say WL6, WL7 would not have any chance of getting their ticket getting confirmed and they would be relying only on this to get confirmed and travel. But if people of the type mentioned above who book in alternate trains as well do cancel their waitlist tickets in this train1 then this waitlist would go up the order even before chart preparation and chances of getting confirmed after chart preparation are higher.
There might be even much more benefits unforeseen right now if this auto refund of WL tickets is removed. IRCTC would have lesser refund transactions if people do not cancel their WL tickets, etc.
TDR filing of WL tickets would also be less. In turn more profit and less accounting.
Cancellation of WL tickets is responsibility of the passenger and no IRCTC/Railways.
This would also make way for people to book WL tickets only in case of dire need and not just to keep one extra option.
