Irctc — lots of cockroaches and ac not working in 3ac coach

Hi,
Im travelling in prashanthi express from bangalore to vishakapatnam 18464 on 4th september, 2019.
Details of mine is as follows:-
Ac 3 tier
Coach b2
Seat number 63
Pnr number:- [protected]
Train number 18464

Tried multiple times to register complaint directly with railways but below is the response.

Sms to 58888 - keyword is not approved. Please contact your service provider

Sms to [protected] - no response

I kindly request you to take appropiate action against my compalint.
