Ishan Uday Scholarship — unable to apply for the scholarship

I am jyotishmita barman.in 2017 i applied for the ishan uday scholarship and my name was selected for the scholarship. But because of some academical problems in previous college again in 2018 i took admission in an another college. So now i can't able to do the process of ishan uday scholarship through online. There is some problems with the system. So if you can then please tell me what i can do now for getting the scholarship. I am come from a bpl family and this scholarship is very much necessary for my higher studies. I am also prepareing for upsc exam. So this amount is so much necessary and important for my preparation. So please if you can help then please help me for getting this scholarship..
