Respected Sir/Madam,
I am writing to bring to your attention an issue I am facing with the Kerala State Electricity Board (KSEB). I recently built a house using a home loan and applied for a single-phase electricity connection. However, the Sub-Engineer from KSEB suggested that I must opt for a three-phase connection because of an additional switch installed in my home that might be used for an air conditioner in the future.
I live in the house with my child, as my husband works abroad, and our electricity consumption is minimal. Despite this, I received a notification from KSEB asking me to pay ₹32, 117 to revise the connected load. Upon inquiry at the KSEB office, I was informed that this amount includes charges for extending the three-phase service line from the main road to our panchayat road.
I find this unfair for the following reasons:
1. The panchayat road is a public road with multiple houses, not exclusively owned by me. KSEB should bear the cost of extending the service line as part of its responsibility to provide infrastructure for the public.
2. If I pay the full amount for extending the service line now, I was informed by KSEB that I will not receive any reimbursement when other households in the area connect to the same line. This seems unreasonable, as the line will serve multiple consumers in the future.
3. The process of changing the load to three-phase also requires alterations to the internal wiring of my house, which would result in additional expenses that I cannot afford at this time.
The bank loan I secured is strictly allocated for constructing my house, leaving no room for such unexpected costs. I request your guidance on how to proceed in this situation. My specific concerns are:
1. Is it not KSEB’s responsibility to provide the service line up to the panchayat road?
2. Are these charges justified?
3. What are the available alternatives for obtaining an electricity connection without incurring these high costs?
I kindly seek your intervention to address this matter and provide clarity on the obligations of KSEB in such cases.
