Kolte-Patil Developers — Not refunding booking amount before registration

I booked flat within a token amount of 1lakh ruppees, while booking they told me that the amount is refundable. Within 3 days i changed my mind and told them to cancel. They are not giving me my refund. We havent even done any agreement.
