Kotak Mahindra Bank — closing of salary account

I am not working in previous institution. So i want to close my account.in the account the bank people are asking 6000 rupees fine to close account. As per rbi guidelines the bank can not take minimum balance fine. So please close my account. My account number is[protected]. My mobile number is [protected]

My acount open 811 and kyc is complete after bank link to me for payment of 5000
And me payment for 5000 from debit cart to payment
but payment is not received in kotak ac.
