Kotak Mahindra Bank — Refund of credit card transaction

This is regarding a transaction with Kotak credit card for an amount of Rs 26, 647 on 17 Nov 2021 (attached proof of credit card transaction from 17 Nov 2021 to 15 Jan 2022) to book air tickets with SpiceJet. My tickets were not booked but the amount was deducted. I raised this concern with Kotak Customer Care, who asked me to check with Airlines. After following up for more than 2 months with airlines and nodal officer, they asked me to check with the PayU team (attached email communication, 28 Feb 2022 email).
PayU team confirmed that I need to contact Kotak team regarding the service/refund (attached communication on 07 Mar 2022). I reached out to one of the CC team members, who asked for the transaction details screenshot via email. Even after providing it and following up twice, which was utter waste of time and effort, today when I called CC team again, she said that nothing can be done in this regard as it is late. Hence, I had to write to the Kotak support team again as a complaint mentioning them to investigate my concern and let me know where the amount had gone and is with whom as it hasn't got refunded to my account or any kind of service delivered. I did attach all the statements to show the transaction with them. Also, asked them to forward my request to the KMB nodal officer.
It was taken by the KMB nodal officer’s team very late, and they simply upfront mentioned that it has crossed the limit of 120 day’s period of their schedule (attached communication with KMB May 2022 to Sep 2022). I tried to talk to the KMB nodal officer’s team and explain them that it was not my fault as I was following the processes with each team (SpiceJet, Kotak Bank, PayU, Kotak Bank again) almost from the day of transaction. I am still struggling to get my hard-earned money as I had paid my transaction amount with interest to Kotak CC to keep up with my CIBIL score. No one (SpiceJet, Kotak Bank, PayU) is taking responsibility of the transaction happened and refund me. Everyone is trying to harass me and making me run here and there.
I request for refund of my amount with interest paid over the amount.
