Lenovo — power bank

I have brought a power bank (Pa10400) from flipcart. My power bank is not charging properly when plug in the charger and also not indicate the charging. When plug the phone to the the power bank mobile is not charge. I was called the customer care they gave me this web site. I was brought this power bank only 15 days ago my power bank has 10400capacity but it is not indicate the charging as well as when plug in to phone i hope it has major problem
