LIC Housing Finance Limited. — lichfl not informing existing customers about reduction in housing loan roi

Lic did not reduce roi (To 9%) until i approached them and submitted the required form (Affidavit) which i came to know only now. I have been paying my housing loan emis since more than 13 years. The current interest rate on my home loan emi is 11.45%. When confronted the manager (At lichfl, 7th floor, jeevan prakash building, kg marg, delhi) that it is their duty to inform the existing customers through sms/email/letter/telephone regarding roi reduction, he did not have a proper answer. He said that he will reduce roi to 9% immediately after i submit a form and pay rs 1180 towards change over charges. When i asked him to do it from the date when it was reduced to 9%, he replied in the negative. I felt really let down as they are fleecing customers. Is there a way to claim the amount we paid in excess over the period, from when rbi announcement of reduction in interest rates came into effect and its subsequent implementation by lichfl, since it is the lichfl's duty to inform its customers about the reduced roi to their existing customers.
Moreover since the roi is floating rate, it should have been reduced automatically. Why the need to fill a form. They don't ask customers when they increase the roi.
Lichfl is indulging in unfair trade practices.
