Maharashtra Natural Gas [Mngl] — waive off non usage charges

Mngl connection is not connected to our stove. Still we have charged with non usage charges.
Now we liked to take the mngl connection but they say first you have to sent mail to waive off non usage charges only then they can provide the connection.
From past 4 months we have sent several mails to [protected]@mngl.in. They don't even read the mail and send us standard reply. When we call customer care they ask us to send email to [protected]@mngl.in to waive off non usage charges. We are going thru the same loop from past 4 months.
Could you please help us out to get the mngl connection and get rid of the mental harassment
