MGU Meghalaya — deducted fees for degree two times

As i have paid degree fees yesterday my first transaction was declined but amount deducted from credit card then on mgu website the option comes to apply again then i applied again for the degree and amount has been deducted.. I am enclosing transcation message with it.. Fees paid for mba degree enrollment no:mgu/111/sn1108006/677.. And i had applied for degree in tatkal tell me the exact time when i will get my degree because i have to submit it in my office record.
