National Payments Corporation of India [NPCI] — Amount deducted from account but not credited to the merchant

I have made transaction on medical store account of RS.1170. through icici imobile app vide UPI. The amount deducted from my account and after 4 days it's returned back to me. When reached the merchant I paid by cash+card mode . Later 1 week the amount again deducted from my account and not credited to the merchant again. I complained on NPCI portal and ICICI portal. None of them replied yet even after 1 month. I reached merchant several times and checked his account but not credited to his account yet .Kindly assist.
