[Resolved]  Nsdl E-Governance Infrastructure — Cannot complete pan application process after payment

Issue: cannot complete pan applicaion process after payment
I used nsdl website using form 49aa for a new pan card on 12th july, 2017 online on ndsl website.

I got the temporary token number – [protected], and then i filled all the fields and on the final page went to pay the fee by online payment through bill desk and my visa credit card.

After making the required payment, i received the confirmation # jhmp[protected] for rs 1, 020.

The screen then directed me to proceed to the next page and when i proceeded, it gave me error messages. I was not able to go any further with the online form. I was not able to print the receipt or the form for my application which needs to be mailed as a hard copy as i am a u s citizen with oci (Overseas citizen of india) card.

I tried again immediately on 12th july, 2017and paid the online payment for the second time through bill desk and my visa credit card. I received the second confirmation # jhmp[protected] for rs.1, 020.

The screen then directed me to proceed to the next page for the second time and when i proceeded, it gave me error messages. Therefore, for the second time, i was not able to go any further with the online form. I was not able to print the receipt or the form for my application which needs to be mailed as a hard copy as i am a u s citizen with oci (Overseas citizen of india) card.

On 13th july, i tried to several times to revisit the internet site, but it was ‘down’.

In order to resolve this matter, would you please let me know what i need to do to obtain the following:

1. How do i get the 15-digit permanent pan number for myself
2. How do i print the completed pan form to be mailed to the appropriate office with my oci documentation
3. How will i receive the refund for the second payment of rs.1020, that was made via my visa credit card

Thank you for your help. I await your response as quickly as possible.

Never got the 15 digit PAN number. Did not get past the payment step. Please see the complaint description above. After making payment by Visa card. got payment confirmation each time confirmation # jhmp[protected] and confirmation # jhmp[protected] but when pressed "Proceed", got error message each time.

All I have is the temporary token number for pan card: [protected].

When is the 15 digit PAN number created and supplied to the applicant?

Tried again about an hour ago. Same results.

Unfortunately I could not copy screen shots to this site, either from "MS PAINT" or from "MS WORD"

Tried to attach WORD document using "Add Image" did not work either.

After credit card information is entered and clicked to process or whatever in needed, it goes to the ’Bill Desk’ to process the payment. After a minute or two it returns with the following (Information from the screen shot)–



Transaction Status - PME 10009 CARD HOLDER OR ISSUING BANK NOT 3D ENROLLED

‘Transaction Reference Number’ – JHMP[protected]

Date & Time or Transaction –[protected]

Payment Amount 1020.00

Bank Reference Number – 0

When I press ‘Proceed’, I get the following (from the screen shot)

"Your Session Has Expired. Please Login Again.

The Possible Reasons Could be:

1. Your Session has timed out.

2. You have clicked on Refresh

3. You have clicked on Back

4. You have not Logged in

Home"

Had pressed the "Proceed" within few seconds so the time out should not have happened. Did not press "Refresh" or "Back" and I was logged in to do all this.

There is something else that is going wrong.

What does "Transaction Status - PME 10009 CARD HOLDER OR ISSUING BANK NOT 3D ENROLLED" mean? The credit card I am using is good everywhere in the world so it should work here as well.

little more information -

When I selected payment by credit card, it came back with "Confirm Payment " page which showed

"Fee" - 1020.00
"Transaction ID" - 001024387027072017832421501124562052

Button to press "Pay Confirm ->"

When pressed it went to page to enter the credit card information.

"Transaction Status - PME 10009 CARD HOLDER OR ISSUING BANK NOT 3D ENROLLED" means that the payment transaction did not go thru. This help desk did not answer the question.

I had to call the credit card company to find out that transactions did not get thru the three times I had tried. I asked them to allow payment to the NSDL Billdesk to go thru. Once this was done everything was OK

By the way, asking to resolve the issues using this site is useless. They do not read the information that is given. Just ask the standard questions, what is the contact number and the 15 digit PAN acknowledgement number.
