However they have provided the best solution as per your credential. If you not be able to clear and provide the IELTS score card in that case the company can't do anything. However they have written clearly that you need to provide all the necessary documents related to the PR filling is based on your own authentication. if you fail to do so then no one can help.

The best understanding in your issue is please speak to the case manager once again, as they have done the best solution as per the policy.

Its the service / consultancy which has been provided by the company which they are charging from you. if you not be able to get collect all the formalities then what the company do in it. however consulting is not stand with criteria of your submission. the amount what you had paid for the consultation only which has been delivered to you already.

However please get in touch with the nearest brach or contact your CRM to get more clarity. Hope you will get the best solution.
