Oyo Rooms — neither package booked nor refunded

I have booked for a package few days back through oyo. Package id: th-kacl0712.
The package was agreed at 15000. After paying an initial booking amount they started asking me for a quotation from other companies which should depict a lower price. I informed them that i don't have any quotation over the email and i had a discussion over the phone call with other service providers.
Now they have started asking me a price of 20000. When i asked for a refund since this was not the agreed price in the beginning they have completed denied saying this was a non refundable amount.
My question is if you wanted a quotation from some other company you should have asked before sharing me the final price. Or at least before paying the initial booking amount.

I am planning to go to the consumer court since i have all these conversations documented over the email
