Pan Card — Double Transaction and never received money back

I live in USA. I was applying for new PAN card. I filled out all the details needed in the online form and before I track down the transaction no. the page went on the bank account details. Then I filled the transaction details. 1st two times I filled out the correct details but it did not accept. 3 rd time I filled the details of same bank and press enter the message popped up "session expired". It was AXIS bank debit card I had used. So thinking that the session was expired, I filled up form again and did the same procedure and finally I got my transaction number and 15 digit number as well as application page to be printed. But now my bank shows 2 transaction of amount Rs.962.00 (for NRI address) So basically due to wrong error on website I mistakenly filled two forms of same person and got two transactions on my bank account. I called Pune office immediately but no one answered as it was night in India so I called them sharp at 9 AM when Pune office opened but Mr. Rohit said you should have called immediately. Now please tell me what how should I get in touch with him immediately after office hours that also in midnight.That too I called and no one answered the call neither they have answering machine. Are you kidding me? I sent an email too. They never gave my money back for my one failed application. I am mad because they charged me where it was not my mistake. They knew it happened due to error message. I am really upset with it.

I APPLIED PANCARD FOR MY SON ON 6/12/14 BUT DUE TO NOT RECEIVED DATA, I AGAIN APPLIED SECOND TIME AND THEN FIRST DOWNLOAD RECEIVED. BUT IN THE PROCESS I HAVE PAID TWO TIME.NO.1 TRAGECTION DONE THROUGH SBI CREDIT CARD AND TRANSATION NO. [protected](107.42) AND SECOND BY NET BANKING SBI AND THE T. NO.[protected].49).
