Pan India — tempered post from akashganga couriers

I applied for e-pan card on jan 2. I received the envelope containing pan card. But that envelope had a cut, which seems to be made by a ruler intentionally. The size of the cut is enough to take pan card out and again put it back. The papers with the card also has 2 types of creases :
A) original one that must have been made when the posted it
B) made because of tempering
When i asked the delivery man of akashganga courier, he said, "sir we also received the envelope in same condition". I dont know who did this but pan card photocopy can be used in many places as an identity proof.in simple terms, it can be misused in numerous ways. I want to make this issue visible to everyone and officials to take more care about this thing. And, i want my present card to be discarded and want new pan no.
Person who can be blamed directly are akashganga courier : near allahabad bank, meera nagar, chittorgarh, rajasthan
