Passport Office Kolkata — urgent police verification report issue

Dear sir / ma'am,

After approximately 1 year still not getting my passport.
All necessary documents submitted for police verification twice. But still my police verification hold due to they unable to verify my place of birth.
How it's possible...

Currently from last more than 12-14years we shifted to bamangachhi, barasat, pincode -743294.
But my bith certificate issued in our previous house address "dunlop, barahanagar kolkata-700036".

Between two place barasat and barahanagar 20-25km difference.

Last time when i submitted all my documents in barasat sp office, person instructed to mention my place of birth.

And i had mentioned ""dunlop, satin sen nagar, p o - alambazar p s - barahanagar, (Birth certificate registered in barahanagar municipality), birth place is tobin road state general hospital on 09/06/1990.

But they are reported" unable to recognise place of birth".

I have been submitted all documents

*pan card, voter card, aadhar card, local residential proof. Father's and mother's id +address proof. House registration papers, birth certificate, matriculation examination admit card and registration card xerox.

Is anything else i need to submit??

Last time someone also visited to my house for physical verification which is also done properly.

More than 20-30times visited barasat sp office and police station for this but currently i am relocated to siliguri for job posting.

So kindly help me...
