Passport Office Surat — Passport Delay at RPO

My niece's passport has been stuck at the Regional Passport Office for over a month. It currently says that the Police Verification Report for her passport application is under review. I am unable to book an appointment to inquire about it because all 60 appointments are gone within seconds, and they're never released.

I am very frustrated by this situation. I have tried calling the Passport Office, but I cannot get through to anyone. I have also tried emailing them, but I have not received a response. I am worried that my niece will not be able to get her passport in time for our upcoming vacation.
