Patel Tours And Travels — Fraud and misleading tour of Mumbai darshan, did not refund my amount and not picking up my call anymore

I booked mumbai darshan ticket from his travel agency on March 21st for 2 people by paying him amount of 1700 Rs, 850Rs per person as guided by him.
The fare distribution was as such: 350+160+220+70+50=850
Later on the day of Mumbai Darshan that was on 28th, he said the Darsan will be on Non AC Bus, whereas he charged 350 for AC Bus.
he said he will refund amount 100Rs each as it was the last minute change.
Later on the bus for Nehru Scince Museum The Guide told to give 290 Rs each for the entry fee i.e 580Rs total from me, i showed him the fee that i paid which included all kinds of entry fee, however the guide told me that Mr Kabir Patel has not paid him any money so you have to give me the money now or else you will have to get down from the bus. so i paid him the money, so now Mr Kabir Patel ha sto give me a total of 800 Rs (I gave the Gide 600Rs and he did not gave me any change back)
After the darshan was over since then Mr Kabir Patel has not picked up my call and also threatened me to complain anywhere i want, i will not refund your money.
i will after this complain file a police complain against his fir fraud and harrasment.
kindly do the needful and help me get my refund back from him.
