Paypal — did not receive promised cashback

This was my first transaction at easemytrip and paypal, however paypal did not transfer the cashback of rs 600. I satisfy all the criterias mentioned in the coupon. Why did i not receive the cashback?
The concern is that according to https://www.easemytrip.com/offers/paypal-cashback.html
I satisfy the rules, but paypal rejected the cashback.

So as per the policy we cannot provide the exact reason for not providing the cashback.

This is clearly a case of cheating according to me. Please help me resolve the issue.
