Paypal — non refund of money for visa fee

Hi,

Refer transaction receipt no [protected] for $ 165 (Amounts inr rs 11, 346.22) was made through pay pal on 2nd march 2018 at 13:14:37 gmt+5.30 towards 4us visa fee of veer munshi. While waiting for one week found no clue of the payments received by immigration4us and was told that immigration4us does not accept payments through any other gateway except the designated banks in india (City bank and axis bank).
On inquiring from the pay pal office telephonically i almost called their office 4 or 5 times and spoke with 4 officials and finally a dispute was escalated on may 8 2018. Under case no;[protected]. Yesterday i received a mail from pay pal and shockingly the details are copied for your reference as under;
