RBL Bank — Fraudulent insurance premium charges in debit card

Received a credit Card from RBL in Dec 2019. was assured that charges will be only when used. I had not activated my card and suddenly started receiving bills. I found that they had billed me for R Shield which is an Insurance Cover which I had not consented to at all. It seems that this is the complaint of a lot of RBL Credit card customers. When they called all they were interested in was collecting the outstanding. Then on 31.3.21 they confirmed receiving a payment of Rs 44 which again was not made by me.
Now the division has been taken over by Kotak Bank and they are aggressively pursuing clearing the outstanding and advocating that this will affect my CIBIL scores.
This is a totally dishonest way that RBL has behaved. Can RBI take stern action against such errant banks. A wrong debit affects our CIBIL scores and they are forcing us to pay so that our CIBIL scores are not affected.
