RBL Bank — Not received my jio recharge declined amount

All the case id from head of card service Rbl bank..But problem not resolved.
i done my jio recharge Rs 399 thro rbl card.But recharge was declined. when I asked rbl customer care it was done success .They asked to contact jio. They clearly mailed to me that the amount was declined mentioning the card no. I fwd the mail to rbl head of credit card services.They given reply mail that the problem will be solved on 23 th oct. But still not resolved.For the reverse amount they are putting finance charge + interest + tax which comes to Rs 1700.

Even now i am mailing to cedit card division. no response.
