Rbl Credit Card — Not close or cancel my all credit cards

Dear sir,

i have many time informed rbl credit card department.
But, they are mentally torture to me.
I am not interested rbl credit card but they are dispatch new card, but i have not receive and return to sender.
And he say pay to monthly charges.
But, how i pay ?
i am not receive and not use and i informed to via mail, cancel all my card, i am not interested with you. But no any response to my mail.

So i request to you please help me.
