Reliance CDMA — Closed my sim after mnp

I had mnp my airtel no. To reliance postpaid.
At the time of mnp i have given rs.650/-.
But when my service starts, after three days, its incoming and outgoing calls facility is not working. And again reliance vendor is demanding rs. 500 as a security money, i want to know that what is security money, when i had paid 650 at mnp time.
