Reliance Communications — postpaid connection - deposit and other balance not refunded

I was holding a post paid connection till the time it was forced by reliance to port to other service providers due to closure of services. I have a credit balance of inr 1636 as per the last bill received from reliance in december 2017. Refund was requested from recom. [protected]@relianceebill.com on 14 december 2017. Due to no response a compliant was sent to mr. Vishal gurang at rcomappellateauthority. [protected]@relianceada.com but no reply from the applllate authority as well. Requesting for guidance on which are the other options for getting refund.
