Reliance Energy — Overcharged electricity bill and faulty meter reading

My meter has been faulty as it even runs even if i switch off by main switch also. And on the screen of the meter it has been black black mark due to which meter reading becomes difficult and in last bill the meter reading person has done mistake due to this black mark .My account no is[protected] meter no 6881031 for the bill dated[protected] bill no[protected] single phase category resident bill for MAY-2016 your meter reading person had given meter reading as 6517 where as i had been taking pics of meter reading regularly .
