Reliance Fresh — attractive offers pass on to nearby shopkeepers instead of actual user

We are living in ram nagar, shahadra, delhi 110032 . At rel fresh they are not giving attractive offers to actual consumer of goods, rather they sold the scheme related goods to nearby shop keepers. Mostly time they are saying this scheme or that scheme is not available at this store, whereas in national newspapers ad is saying that schemes are available at all stores.
