Reliance Jio Infocomm — recharge not done but amount debited from my bank account

I tried to recharge my jio number of rs. 399 in upi payment and the amount got debited from my account but not recharged, either i need the refund or recharge done, my mob no is [protected]
The recharge was done to [protected]@icici and the date of transaction is 25 jan 2018 and [protected]@icici is a worst address were recharge always fails and i ask jio to cancel upi payment for recharge on its website or resolve the issue
