Reliance Netconnect — Incorrect unbilled amount, violation of trai and denial of service reliance netconnect dongle

I am a reliance netconnect wireless dongle user and my dongle number is [protected] postpaid connection and my credit limit is Rs 2600. I got an email from Reliance customer care on February 17 2016 stating that my current unbilled usage for the month of february is Rs 5500(more than twice the credit limit) and my connection had been made to call barred state. Then I got another email saying that my bill amount is Rs 1003 and due date is on 25 Feburary 2016.

I called up the Relaince customercare[protected] on 18th february 2016, during which they confirmed that the only ooutstanding amount from my side is Rs 1003 and the due date is 25th February and that my connection was mistakenly moved to barred state and the incorrect amount of Rs5500 received in email could be ignored. They said they will release the connection barred state for my connection in 3 hours.

Again on Feburary 19th 2016, my connection was again moved to barred state. I called up the reliance customer care again. I called Reliance customer care again on 20th Feburary 2016 and as per the customer care escalation department executive Aishwarya, my connection was being moved to barred state due to the unbilled usage for the month of February. When asked why I wasn't notified for the credit limit exceeding and as to why the connection didnt get barred after the credit limit got exceeded, she told me I had to email the complaint to their billing department on netconnect.[protected]@relianceada.com, and that there was no way to raise a compliant in their customer care for this. So I wrote the attached email to the same email id provided explaining my problem and asking for an explaination on 23rd February 2016. I never got any response from them.

I called up their customer care again on 25th february 2016. The customer care executive Sathya, heard my issue and mentioned that they had never faced such an issue before and I finally got him to file a complaint and provide me the number for tracking. The complaint number provided by him was[protected] and was promised to be resolved within next day.

Still there was no resolution for this complaint and I called the Reliance customer care, but according to them, the above complaint number was a process id rather than a complaint number. I demanded to talk to their escalation department and finally I was transfered to the escalation department. I spoke to Arun, from the escalation department, and after checking my details, he mentioned that already many of the customers in this plan are facing the same issue(of incorrect bill amount) and this would be resolved within 48hours and that I do not have to pay an amount greater than my credit limit of Rs2600.

On 29th February 2016, the issue was still not resolved and so I had to call Reliance customer care again. I spoke to Vinod. The IVRS and the internet my account still showed my unbilled amount as Rs 5500. But I asked him to check his database for the value, for which he said it is Rs 8000. I explained o him this discrepancy and he openly admitted that his database server is wrong and the amount in IVRS was proper. This time, he created a high priority complaint for my issue and promised to get this resolved by next day afternoon. The complaint number was[protected].

After receiving no response for my complaint, I called Reliance customer care again on March 1 2016. I spoke to Vinod Kumar. He was very rude and said that the complaint would take another 3 days to be processed and that I could raise a complaint in any forum. It was as if it would not matter to them.

As on today, 3rd March 2016, my netconnect dongle is in barred state for 17 days.

Reliance Netconnect is clearly violating the TRAI guidelines, cheating and denying service to customers. On top of this, they are charging fraudulent bills to their customers and making them suffer for their database errors.

I request immediate attention on this and to provide a resolution as soon as possible.

I haven't received any resolution, call back or even an email from Reliance on this matter. As per the Reliance customer care IVRS on 05 March 2016, the issue is still in processing stage. It has been 3 weeks since I have used the product. This is just blatant denial of service and absolutely no care for costumer grievances from Reliance. Shame Reliance.

I received a callback from Reliance customer care number[protected]. I explained to her about the issue of incorrect unbilled amount due to their data server issue and gave the process id[protected] and complaint number[protected] I had obtained from customer care regarding this.

She said that the complaint has been escalated and that she would only be able to provide assistance after the bill has been generated on 07.03.16 and that she would callback and resolve this issue by 09.03.16 EOB. I also told her to send a detailed usage detail on the bill to my registered id. I have not received any callback or resolution on this matter till nw.

I have also written to rcomappellateauthority and rcomnodalofficer TamilNadu but no response or resolution on this either.

It has been 24 days since I was able to use the Reliance Netconnect and since I first logged the complaint about this and still no resolution on this matter. If this is not denial of service then what is.
I received the Reliance Netconnect bill on 09.03.2016 to my registered email, without the detailed daily usage information and explanation for violation of TRAI regulations, which was requested multiple times to your customer care number, escalation department officials, billing department offical etc and also filed as complaint weeks ago, as part of process id:[protected] and later as part of complaint number[protected].

As already explained and also confirmed by your customer care officials, my Netconnect dongle [protected] was put into call barred state on 17.02.16 at 16:30 hrs. It continues to be in this state till now.

Now please see the screenshot of the bill provided by Reliance. According to this, the total Netconnect Day usage minutes is 14455 and night usage minutes is 306. Note that this is till 17.02.16 till 16:30hrs as after this the Netconnect cannot be used as it is in barred state. Now as per Reliance website for tariff plans(snapshot attached), for my tariff plan, the day time usage is the usage from 6AM - 10PM and night usage is from 10PM-6AM. Now calculating this during this billing period from 07.02.2016 to 17.02.2016, the number of day time minutes physically possible is 10206. Please see the screenshot of the calculation.

Please explain how is the daytime usage then charged for 14455 minutes when the actual physical day time minutes during this timeline is only 10206 minutes? This is a clear database error. The database error from your side was already confirmed by your escalation department executive Arun during my conversation with him on 26.02.2016. The audio logs of the conversation is available. Screenshot from the device which shows the hourly day to day usage for the month in question is also attached.

I am entitiled to get the detailed daily usage for my connection and the explanation of why no notification wsa sent to me after 80% of my credit limit (Rs 2600) was elapsed and why the connection was not disconnected when the credit limit was elapsed.

As you probably know, all of this is a clear violation of TRAI(Section 11(1) (d) of the TRAI Act 1997 - Credit Limit for Post-paid subscribers) and I expect a resolution on this matter as early as possible, barring which such malpractices from Reliance shall be duly reported to the respective authorities along with all the proofs.
