RPF — travelling in handicap coach

Due to spine surgery i have traveled in handicap coach and get down at dadar. The RPF person took me to a police station. I have shown them the medical certificate and told them i cant walk properly hence i boarded the coach. Inspite of arguments they have asked me to wait for 2 hours and in court i paid the fine of 200. My question is if there are lot of people who are having health issues or travelling to hospital why they are not fined.
