RTO India — approval pending of dl for 15 days post successful completion of dl test

Applied for endorsement on dl. Have completed my driving test on 21st jan, 2020. The portal shows result as pass. However, the dl is yet to be approved. It is almost 15 calendar days from the test. Want to understand why this is taking this much amount of time to approve? I was informed that after completion of the test it takes upto 7days to get confirmation message via sms.

Can you look into this urgently and get a resolution.

Today I got an envelope from RTO (Government of Bihar). Inside that only a page was there on which, written that congratulations.but smart card was missing. Envelope was steepled from one end. I had purchased my motorcycle on dhanteras. And number of my bike is BR31AK8503. Kindly sortthos issue.

I purchased new vehicle and the all the formalities and registration has been completed on 3rd Dec 2049. But still i have not received the RC smart card.

The status is showing "SMART CARD Pending 03-Dec-2019 17:19:21 by user SANDIP K. GHODE" & "DISPATCH RC Pending against Appl no MH[protected]" since last 2 months.
