RTO India — DL approval pending and new vehicle RC card not delivered even after 2 months

DL result updated on same day but DL approval is pending from almost a week.

RC card for new vehicle not delivered even after 2 months of vehicle registration . When reached RTO regarding same, RTO person asked for 1000Rs to handover the RC card by hand, I asked to send it by post and refused to pay amount, still waiting for card to be delivered.

There has to be proper communication for such things
