RTO India — DL not received, no response from anyone

Address: Rourkela, Odisha

My name is Anuj Kumar Samad from Rourkela, Odisha. [protected] is my application number. I had applied for change of address in DL and issue of new DL. This was done in the year 2023, paid the necessary amount too. It got approved after 1 year in 2024 and was showing status of "printing of DL in form 7" at counter of "Bijay Ketan Sahu" which has not changed till now. Now it is October, almost the end of 2025, what kind of service is this? I filed a complaint on sarathi parivahan website regarding the same, no response.
Kindly dispatch my Driving licence A.S.A.P. or else atleast educate policemen country wide not to ask me for physical DL ever again. 2 years and you can't even print a DL? I am highly frustrated with whoever was responsible for printing and dispatching my Driving licence.
