RTO India — Driving license showing printing of DL in form 7

Have applied of renewal of DL in January and got approved but the status is showing "PRINTING OF DL IN FORM 7" from last 7 months
I also visited RTO office and enquired about it but they told me that we dont have printer so print outside i[censored] need driving license by spending 200 rs

Then while applying for DL why they charged me 250 Rs extra for printing and delivery
Also if traffic police stopped me they ask for driving license what will i show them as many of them did not accept mparivahan
Who will be responsible for all this
