RTO India — due to fake duplicate number plate using by another person wrong e challans getting on my mobile.

I purchased a grey Honda Activa 2 wheeler on 4th June 2019. My RTO registration number is MH-03-DH-2578. I started getting E challans from Maharashtra traffic police since 15th july 2019. So far they sent me 5 challans till today. I never broke the traffic rules, always used helmets and strictly followed the road safety. Im at home and the bike is in the garage but I've received complaints at that time. On searching for photograph with RTO I received a blue bike which is not mine. The location of challan are also far away. Someone is using fake number plate of my bike. I've attached the photo i received on RTO and name. The name of driver in challan is Sagar Kamble.
My bike is always used only by me.
