RTO India — false vcr issue on my motorcycle

I have a honda unicorn motorcycle in bhubaneswar location. But chatrapur rto issued a false vcr taht telling its a tripeer (10 wheeler) and asking me to pay 1000 fine. I shown all document but still they did not close the case. I visited two times in lokaadalat. Without any fault i am roaming and if i did not did any mistake why should i pay.
Also i asked to show chesis number and verify. No i am not able to get online pucc.

Please suggest in this situation what i will do.

I have applied for trail of car for licence so i came as per the give time over form that is 10-15 so i came at 11 and i am still waiting gor officer to but yet they haven't came go office till now ot has been more than 2 hr so i request to take action against them

I brought splendor bike in lonavala PUNE in 2009 and after transfer I have come JHANSI U.P..I have been deposited RC transfer fee 4007/- dated 28/06/2013 but my RC data not showing mparivahan app(government portal app).
So please update my data.

I purchased Bajaj Discover 125, GJ01 NU 4362 on 19/06/2017 but till date i have not received rc book. So kindly look in this matter and solve my problem.
