RTO India — Learning license approval pending for application no. [protected]

Respected Sir/Ma'am,

I had applied for a Learning License (LL) under the LMV category through the contactless service on the Parivahan portal. My application comes under the jurisdiction of RTO Pune in Maharashtra.
I successfully passed the LL test on[protected], but even after approx. 37 days, the application status remains "Approval of LL by Licensing Authority".
The file is currently stuck at counter AIMVCNT56, with no further progress.
Despite visiting the RTO office in person, I was told to reapply, and informed that nothing can done and the amount paid is non-refundable.
Is it fair that applicants are expected to repeat the process and payments?
I request you to please review my case and take any steps necessary to approve my Learning License without further delay.
